With more than twelve years of Latino outreach programming, the Oregon 4-H program has accumulated a base of experience and knowledge related to successful Latino outreach practice.  The following documents address specific aspects of programming that contributed to the overall success of the Oregon 4-H Latino Outreach Project.

Latino Outreach Programs:  Why They Need to be Different.  As Extension reaches out to first- and second-generation Latinos, changes must be made in the design and delivery of programs.  These changes often cause concern among existing audiences and some staff who wonder about the need for them as well as their impact on programs and Extension’s future.  Part of the outreach challenge is to bring concerned participants and staff along to understand the cultural characteristics of diverse community members and how these affect programming.  New approaches do not mean the mission of Extension has changed; they mean that Extension is becoming more capable of serving all audiences.  [Hobbs, B.B. Recruiting and Supporting Latino Volunteers.  This publication is focused on helping volunteer recruiters better understand characteristics of the Latino community that impact volunteering and suggests strategies for successfully recruiting and supporting Latino volunteers.  Topics include learning about the targeted community, building trust, introducing your organization, identifying potential volunteers, inviting participation, providing support, and recognizing efforts and accomplishments. Culturally Responsive Strategies for Evaluating Community-based Educational Programs for Latino Youth.
   As the U.S. population continues to become more ethnically and racially diverse, it is important that those who design, deliver, and evaluate educational programs understand the cultural contexts within which these programs can effectively operate.  This paper offers a framework of core cultural values to guide the design of culturally responsive evaluation strategies for Latino youth and families.  Included are examples of evaluation techniques that have been successfully applied.  [Sawer, B.  (2006). Effectively Teaching Technologia en Espanol to Spanish Speakers.   An overview of successful strategies for designing culturally-responsive technology classes for Latino youth and families is the focus of this PowerPoint presentation.  Topics include the particular relevance of technology training for the Latino community; building trust; determining a curriculum, outcomes, and teaching techniques; locating a computer lab; identifying potential instructors and volunteers; recruiting and retaining youth and families; and managing challenges.  [Magaña, M.A.  (2006). Youth Soccer and Positive Youth Development.  This position paper discusses soccer as an example of a new (for Oregon) project that is “a good fit” for Latino outreach efforts (culturally-bound interest, opportunity for visibility in the Latino community, possibilities for generating further participation in other 4-H activities, etc.).  Included is an overview of current research on youth sports, the benefits for participating youth, and implications for planning and delivering sports programs with a focus on positive youth development.  [Sawer, B.  (2005).
