Evaluation
Evaluation plans are developed for each of the project's major demonstration
sites, with evaluation activities identified for each level of a five-tier
evaluation model. Logic model methodology is also applied. The plans
are jointly developed by the local project staff and the Oregon Outreach
project evaluator, reviewed by the project director, and periodically
updated. The project evaluator works with the local project staff to
implement the plans, including the development and review of evaluation
instruments, the processing of instruments and protocols through the
Oregon State University IRB (Institutional Review Board) system, and
the analysis, interpretation, and reporting of evaluation data.
The project evaluator and the project director work closely together
since the evaluation is closely aligned with project management and
implementation. Program outcomes related to organizational change and
accumulated data across program sites are documented by both the project
evaluator and the project director.
