Polk County, located in the northeast quarter of the state, is a semi-rural area that includes five small incorporated cities, as well as a portion of Salem, the state capital. Many backroads meander through fertile valleys from the Willamette River to the timbered foothills of the Coast Range. Attractions include covered bridges, pleasant parks, vineyards, wineries, and mountain scenery. The economy is primarily based on agriculture, forest products, and education (Western Oregon University). The county population consists of about 65,000 residents; nearly 9% are Latino.

4-H programming for Latino youth include an after school program, a modern dance group, and a family guitar group. Youth are also involved in community service projects and summer camp; some participate in traditional 4-H clubs. 4-H Ambassadors are helping Latino youth with their records. For the last several years, Latino and Anglo children, youth counselors, and adult chaperones have taken 4-H Adventure Trips by bus for 3-4 days. The Adventure Trip is a type of "traveling camp" that youth plan and participate in as a group.
