Outreach programming is currently active in about one-third of the state's
thirty-six counties. These efforts include a variety of approaches and
are supported in a variety of ways.
Demonstration sites have received major funding from CYFAR (Children
and Youth at Risk) grants available from CSREES, U.S. Department of
Agriculture. These include State-Strengthening funds (see examples describing
Hood River 1 and Washington programs) and New Communities funds (Jackson
and Marion counties.) Outreach programs in Polk, Wasco, and Yamhill
counties receive funding from the Meyer Memorial Trust. All Outreach
programs at these sites are bilingual and delivered by bicultural staff
working with county Extension faculty. State project staff provide assistance
in program planning, evaluation, volunteerism, and computer technology.
The project also provides training and technical assistance to all
other county 4-H programs engaged in outreach to Latino youth and families
(Benton, Clackamas, Hood River 2, Malheur, Morrow, and Umatilla.) These
additional outreach efforts are usually more limited than those of the
demonstration sites because financial resources are not as available.
They are extremely important, however, not only for the varied examples
of outreach they offer, but also because they play a critical role in
the statewide expansion of outreach efforts.
