Key Outcomes

The central goal of the overall Oregon Outreach project is to increase access to community-based youth development programs for Latino youth. Specific goals and objectives have been developed to further define this central goal as it applies to Marion County.

The list of goals and objectives is considered to be a working document and can be modified and refined as the project progresses. It is designed to communicate a shared understanding of the project's focus and content, keep program activities on target and consistent with the identified focus and content, and provide direction for assessing project outcomes. It further offers a resource to draw upon in developing plans of work, designing and evaluating curriculum, preparing supplemental funding proposals, recruiting potential collaborators, and soliciting community support.

Goals

Local needs and assets analysis led to the development of the following goals for 4-H outreach programming in Marion County:

  • Latino youth will develop skills and competencies that will enhance their school performance and contribute to their remaining in school through high school graduation.
  • Latino youth will learn and apply knowledge and skills that will be assets in their future jobs and careers and facilitate their involvement in community activities.
  • Latino youth will gain understanding and experience support that will contribute to a positive sense of self and enable them to envision a bright future.

Objectives

Educational objectives and supporting activities specifically identify how program goals will be locally addressed. As a result of participating in the 4-H outreach program in Marion County, Latino youth will be expected to:

  • Gain knowledge, skills, and experiences related to a variety of subject matter content.

    Supporting activities: Examples include 4-H projects clubs and activities related to youth interests (technology, expressive arts, nutrition, health, sports and exercise), as well as affordable and accessible residential camping.

  • Learn and practice decision making, problem solving, and goal setting skills.

    Supporting activities: Club and project activities, camp counselor experiences, athletic teamwork.

  • Learn to work with others in a team setting. (Cooperation, group process, interacting with peers and others)

    Supporting activities: Clubs, camps, athletic teams.

  • Develop and apply leadership skills. (Taking responsibility, volunteering, public speaking, assisting group process)

    Supporting activities: Camp counselor training and experience; club and camp activities.

  • Become involved in community service. (Helping others, sharing what has been learned, peer teaching, and leadership training events.)

    Supporting activities: Clubs are involved in community events or performances, youth teach others what they have learned, youth serve as camp counselors.

Capacity-building objectives are designed to develop and strengthen critical components for planning, creating, and delivering outreach programs and opportunities that promote positive development for Latino youth and families. As a result of outreach efforts, the 4-H program in Marion County will:

  • Increase the number of adult Latino volunteers.

    Supporting activities: Look for opportunities to involve parents in helper roles. Gradually teach parents the skills they need to lead 4-H activities and help them to become confident in their ability to do so.

  • Involve youth and family members in program planning and delivery.

    Supporting activities: Utilize youth and adults in program planning committees; incorporate input from program evaluation.

  • Integrate more outreach and traditional 4-H programs.
