Goals and Objectives

The central goal of the overall Outreach project is to increase access
to community-based youth development programs for Latino youth. Specific
goals and objectives have been developed to further define this central
goal as it applies to Yamhill County.
Goals
Local needs and assets analysis led to the development of goals relating
to Outreach educational programming in Yamhill County. These are:
- To create understanding, by Latino youth and families, of what 4-H
is and how they can be an integral part of the program.
- To build and promote a welcoming environment for youth and adults,
from all ethnic backgrounds, that accepts and honors equal participation.
- To design and conduct programs that develop knowledge, skills, and
competencies in youth.
- To increase the capacity of the 4-H program (resources, partnerships,
and volunteers) to most effectively address youth and families of
all ethnic backgrounds.
Objectives
Educational objectives and supporting activities specifically identify
how the program's educational goals will be locally addressed. As a
result of their participation in the 4-H program, Latino youth in Yamhill
County will:
- Increase awareness of 4-H and what it offers to them and their family.
Supporting activities:

Presentations on 4-H as new clubs are formed (foods,
soccer, clothing, etc.) |

A Day at the Fair program that exposes Latino families
to different parts of 4-H |

|
Invitations to participate in various 4-H programs
through special letters,
presentations, the 4-H newsletter, and personal contacts |
- Increase their leadership skills through developing and enhancing
personal responsibility, self-confidence, teamwork, communication
skills, and the ability to work with others in group settings.
Supporting activities:

Offer a day camp program for Latino youth in grades
K-6 that emphasizes leadership and teamwork development through
planned activities. |

|
Provide teaching lessons to soccer coaches on ways
to address and incorporate learning related to player responsibility,
teamwork, communication, and sportsmanship. |
|

|
Conduct "Brown Bag" mini-seminars for parents
and soccer participants to reinforce concepts being taught by the
coaches. |
- Increase their communication and financial skills, build trust and
confidence levels, and explore career/education possibilities as a
result of working in partnership with their parent(s).
Supporting activities:

Conduct a Father/Son program for Latino fathers and
their 5th-8th grade sons during the school year, placing emphasis
on the development of identified skills. |

Design evaluation tools to assess increases in skills
gained. |
Capacity-building objectives are designed to develop and strengthen
critical components for planning, creating, and delivering multicultural
programs and opportunities that promote positive development for youth
and families. As a result of Oregon Outreach efforts, the 4-H program
in Yamhill County will:
- Provide fun, educational and inviting opportunities for youth of
all ethnic backgrounds.
Supporting activities:

Plan a cultural celebration day that features different
ethnic backgrounds with various foods, games, dances, etc., from
each group and perhaps a talent show. |

|
Develop and conduct a multi-county performing arts
program designed for older youth to learn and perform different
art forms such as guitar, singing, drama, and various dance forms
like hip-hop, clogging, salsa, Aztec, traditional Mexican, Cuban,
and country western. |
- Increase the number of youth from various ethnic backgrounds, specifically
Latino, involved in 4-H programs.
Supporting activities:

Market existing outreach programs through a display
or presentation in venues such as schools, county fairs, and community
celebrations to raise awareness of opportunities available to Latino
youth. |

|
Work with schools, after school programs, and area
churches to promote and conduct programs near Latino youth. |
- Increase the number of adult volunteers from diverse ethnic backgrounds
who are recruited, trained and supported to lead 4-H program efforts.
Supporting activities:

Network with other agencies, schools, and individual
contacts to identify potential adult volunteers. Follow-up with
personal visits to potential volunteers, sharing how they could
become involved in 4-H and in helping young people. |

|
Conduct major events such as a cultural celebration
day and Cinco de Mayo to bring in potential volunteers and then
build relationships, make connections, and encourage involvement
in the program. |
- Develop funding systems to support programs and staff.
Supporting activities:

Tap into the business community through applications,
personal contacts, and request letters to invite support and involvement
in programs. |
|
--
|
Create annual fundraising functions such as garage
sales, celebrations, etc. that people begin to plan on and associate
with supporting a quality youth program. |
|
--
|
Seek out grant opportunities to expand program dollar
support. |
