Recognition for 4-H Volunteer Leaders

In Webster's New World Dictionary, we are told that the definition of the word recognition is: 1) to be aware of; 2) acknowledgement and approval; 3) gratitude; 4) to notice as in passing.

We need to keep all four concepts in mind when seeking ways to recognize 4-H volunteers. We also need to remember that recognition must be user-oriented to be effective. There are numerous ways to recognize 4-H volunteers including:

The Oregon 4-H Youth Development Program is very dependent on the many hours donated by volunteers. Parents, 4-H leaders, alumni, community experts, OSU Extension Faculty and financial sponsors are important contributors to the success of the program. Therefore, in addition to recognizing 4-H members, the Oregon 4-H program seeks to recognize those individuals whose countless efforts make the program possible. Adults appreciate being identified with 4-H, and thanked in a visible way for their contribution to the 4-H Youth Development Program. It is important for 4-H Leaders to identify with and feel part of the OSU Extension Service and the 4-H Youth Development Education Program.

Pacificorp Foundation, through a grant to the Oregon 4-H Foundation, is a partner with the Oregon 4-H Program to recognize volunteer leaders for their contribution to the development of youth through the 4-H experience. This opportunity is for all counties

The following pin is available to the counties for leader recognition. They should be presented to the volunteer leaders at an appropriate public event.

Purpose:

4-H Alumni Recognition

State Award: Plaque to two alumni

Objectives:
· To identify and recognize former 4-H men and women whose accomplishments in their chosen career exemplify mentor models for 4-H'ers across the nation.

· To honor former 4-H members whose accomplishments exemplify effective citizenship, leadership, community and public service.

· To encourage former 4-H members to continue their interest in and cooperation with 4-H and other phases of the Extension program.

· To provide youth with living examples of dependable, purposeful citizenship.

Background:
The 4-H Alumni Recognition Program is designed to demonstrate the value of the 4-H program as a training ground for good citizens. It provides recognition to 4-H alumni, approximately 36 million individuals nationally, whose contributions to society exemplify effective citizenship and leadership, not only as 4-H members but within their chosen careers and as members of their communities.

Eligibility:
Any adult who has been enrolled in 4-H and who has an outstanding record or accomplishment relating to good citizenship in adult life is eligible. Candidates should have achieved success in their chosen profession or occupation. In addition, volunteer 4-H leaders who are outstanding citizens and can fulfill qualifications indicated in the Judging Criteria are eligible.

Employees of the Extension Service, National 4-H Council and Oregon 4-H Foundation are not eligible for nomination.

Nomination Procedures:
The application of the county nominees should be submitted to the state 4-H Youth Development office on the Oregon 4-H Alumni Nomination Form by October 1.

Each county may submit four (4) nominations of which no more than one (1) may be a 4-H leader with significant accomplishment in their chosen career. Up to two (2) will be nominated at the state level for state or national recognition.

Candidates may be nominated by a local 4-H club, county 4-H leaders association, county Extension office or any other group or by individuals including Extension agents, local 4-H leaders, 4-H members, parents, friends, or civic leaders. The candidate may have been a 4-H member or leader in a state other than the state from which he/she is nominated.

Partner-in-4-H Recognition

Purpose:
· To recognize individuals, groups, business organizations, foundations, associations, governmental bodies, and other institutions who have worked closely with the Cooperative Extension Service in supporting the 4-H program. This special recognition is limited to those who provide sustained and significant contributions to the 4-H Youth Development Program.

Criteria:
Recipients (individuals and organizations) will be selected on the basis of the following criteria:

· Major contribution at the level at which the award is presented.

· Types of assistance--educational, financial, advisory, legislative, informational, etc.

· Significance and quality of contribution--breadth and depth of service to the 4-H program and effectiveness in helping to meet the goals of 4-H.

· Tenure--must represent continuing support over a number of years.

· The Partner-in-4-H recognition is not to be awarded to employees of the Cooperative Extension Service or units of CES; to employees of 4-H Foundations and related 4-H associations, whether local, city, county, or State; or to employees and units of the National 4-H Council.

Recognition and plaques may be provided at local, state and national levels. If offered at the county level, plaques, pins and tie tacks are available from National 4-H Source Book. State Recognition is provided through the Oregon 4-H Program. National Recognition is provided through the CSREES/USDA.

OSU Extension Service Cooperator Award (sponsored by OSUEA)

Each year, OSUEA honors individuals and businesses who have made significant contributions to Extension programs. It is through these cooperators that Extension is able to accomplish so much. To eliminate duplication of efforts, OSUEA has partnered with our ESP affiliate. We have combined their "Friends of Extension" award with our "OSUEA Cooperator Award" to create the "OSU Extension Service Cooperator Award" (sponsored by OSUEA). One of our winners can then potentially go on to receive national ESP recognition in their Friend of Extension category.

Take time now with your staff to nominate someone for this award. The recognition and honor of being named a "OSU Extension Service Cooperator" is a small reward for the time, energy, and dedication a volunteer gives. Every program area in every county, and statewide, has several individuals and businesses who are "you can count on" cooperators. Now is the time to nominate them for this recognition.

1. Administrators, specialists, agents, and support staff discusses potential nominees for one or more categories.

Salute to Excellence Awards


This national award was recently established to recognize outstanding 4-H volunteers. Two awards will be given annually. One award, entitled "Lifetime Volunteer", will be given to a volunteer who has served for at least 10 year. Another award, entitled "Volunteer of the Year", will be given to a volunteer who has served for less than 10 years. Nominations are generally due in November.

Guidelines
1. Eligibility for the 2004 Salute to Excellence Lifetime Volunteer Award is extended only to those who have served as a 4-H volunteer for at least 10 years or more at the county or state level.
2. In order for a volunteer to receive consideration, all completed nomination materials must be submitted by a nominator, to the nominee's State 4-H Office. A volunteer may nominate himself/herself for this award. Out of the pool of nominations, each State 4-H Office will select one state nominee for the 2003 Salute to Excellence Lifetime Volunteer Award. One volunteer will be selected as the national award recipient, from among all the state nominees.
3. Each completed application must be accompanied by three letters of recommendation, and a nominee essay. Letters of recommendation must be written by a 4-H staff member,
4-H youth participant, another volunteer, or a parent/guardian. The essay must be written by the nominee. Details concerning the content of the letters of recommendation, and essay are listed below.

Please complete this nomination form and submit it along with the letters of recommendation and essay to your State 4-H Office. Each State 4-H Office will select one state nominee for the 2004Salute to Excellence Lifetime Volunteer Award. Only the

Letters of Recommendation Guidelines

Please submit three (3) letters of recommendation for the nominee. The letters of recommendation should be written by a 4-H staff member, 4-H youth participant, another volunteer, or a parent/guardian, and address the following items:

Guidelines
4. Eligibility for the 2004 Salute to Excellence Volunteer of the Year Award is extended only to those who have served as a 4-H volunteer for less than 10 years at the county or state level.
5. In order for a volunteer to receive consideration, all completed nomination materials must be submitted by a nominator, to the nominee's State 4-H Office. A volunteer may nominate himself/herself for this award. Out of the pool of nominations, each State 4-H Office will select one state nominee for the 2004Salute to Excellence Volunteer of the Year Award. One volunteer will be selected as the national award recipient, from among all the state nominees.
6. Each completed nomination form must be accompanied by three letters of recommendation, and a nominee essay. Letters of recommendation must be written by a
4-H staff member, 4-H youth participant, another volunteer, or a parent/guardian. The essay must be written by the nominee. Details concerning the content of the letters of recommendation, and essay are listed below.

Instructions
Please complete this nomination form and submit it along with the letters of recommendation and essay to your State 4-H Office. Each State 4-H Office will select one state nominee for the 2004 Salute to Excellence Volunteer of the Year Award. Only the State 4-H Office can officially designate a volunteer as the state nominee. State 4-H Offices must submit five copies of the nomination materials to National 4-H Council by Friday, December 5, 2003 in order for the nominee to be considered for the 2004 Salute to Excellence Volunteer of the Year Award.

National Wildlife and Fisheries Adult Volunteer Award


Donor: The Fish and Wildlife Service, US Department of Interior and USDA, CSREES

State Award: One Leader Recognition Certificate

National Award: Six trips to the North American Wildlife and Natural Resources Conference

Definition: This program includes Fishing, Range Management, Outdoors, Rifle, Archery, Forestry, Forestry and Conservation.

Objectives:
The Wildlife and Fisheries program provides 4-H leaders the opportunity to:
· Expand abilities to instruct youth and to motivate and stimulate youth to active participation in Wildlife and Fisheries activities.

· Obtain necessary resources and materials to create an awareness, appreciation for, and understanding of the necessity for wise stewardship of our natural resources.

· Demonstrate a personal commitment to sound Fish and Wildlife conservation, enhancement and enjoyment practices.

· Practice leadership skills and roles, take part in community affairs, and demonstrate citizenship responsibility.

· Explore career, job and productive leisure opportunities.

· Develop skills, knowledge and attitudes for lifelong use.

· Learn to use accepted practices for mental, physical and emotional health, and to respect yourself and others.

Eligibility:
· State winners must have passed their 19th birthday as of January 1, of the current year.

· Candidates must be an active 4-H volunteer leader at the time of application.

Nomination Procedures:
· It is the responsibility of the county Extension staff to select their county nominee.

· The nomination form should be filled out by the 4-H volunteer and supported by the county Extension faculty.

The records of the county nominee should be submitted to the state 4-H office by September 1
