World Citizenship in the 4-H Program

The world has changed drastically over the past 50 years. What happens in other countries and on other continents affects each of us in some way. Young people need to develop a global perspective to better understand their own position in the world.
4-H world citizenship opportunities provide hands-on learning activities that develop awareness of the world and its peoples. As adults, we realize that the world's collective survival depends on awareness of the world and its peoples. We can pass on this responsibility by engaging young people in 4-H world citizenship opportunities.

4-H International Exchange Ambassador Programs

4-H International Exchange Ambassador Programs are 3-6 week opportunities for young people to experience living with host families in other countries. These programs enable young people from around the United States to increase their global understanding and to improve their leadership and communication skills. Participants either explore the international aspects of the 4-H program or concentrate on cultures as they live with host families and gain language ability.

4-H International Exchange Youth Development Programs

In addition to having the opportunity to experience living with host families in other countries, participants in Youth Development Programs will work with the cooperating youth program in their host country. Depending on the host country, this work could include helping with camping programs, studying youth development issues, or working with formation of 4-H type clubs in various settings around the country.

Scholarships for 4-H Outbound Exchange Programs

Oregon 4-H Outbound Exchange Program Scholarships

There are several scholarships available through the Oregon 4-H Foundation. The exact amount and number of these scholarships will be determined in early spring. In the past, these scholarships have ranged from $100-$300.  Scholarship applications and interviews will be completed during the April 5, 2008 Oregon Orientation Program.

Outbound participants receiving scholarships through the Oregon 4-H Foundation must fulfill several requirements once they return home. Scholarship levels are based on what the participant thinks they can do when they return and what the interview committee decides a student's interest warrants. Each delegate that receives a scholarship must sign an agreement and any participant that fails to fulfill the requirements will be responsible for repaying the entire scholarship amount.

Scholarships and Requirements are as follows:
Level 1- Scholarship requirements:

  • Write a 1-2 page report on the experience
  • Complete a program evaluation—due September 15.

Level 2 – Scholarship requirements in addition to the Level 1 requirements:

  • Write a major article (3 pages or more) on one or more concepts learned through this program. Submit at least two good photos with the article—due October 1.
  • Give a talk/report to three or more groups in your county. These may include 4-H groups, service clubs (e.g., Kiwanis, Rotary), Grange, school classrooms, etc.—due December 1.

Level 3 – Scholarship requirements in addition to the Level 1 and 2 requirements:

    • Develop a photo story on your experience. This should include at least 6-8 photos and information telling about the photos—due November 1
 National 4-H International Exchange Programs Outbound Scholarships

Nationally a total of 20 scholarships for the amount of $300 will be awarded to outbound exchange program delegates.  Delegates to the following countries are eligible to apply for these scholarships:  Australia, Finland, Costa Rica, Japan, and Norway.  All recipients will be required to present to 3 audiences upon their return.  All outbound scholarships must be used in the year issued.  If the recipient withdraws or is dismissed from the program, funds must be returned to States’ 4-H International Exchange programs.
