There are many ways that organizations go about the business of youth development. But a promising new approach called community youth development or CYD focuses on the active and meaningful engagement of youth people in organizational and community change as a means of helping young people grow and develop in positive ways. Recently, nearly 150 practitioners, researchers, community leaders and young people participated in Oregon's first Community Youth Development Summit held on the Oregon State University campus. At the Summit, participants learned about eight avenues for effectively engaging the voices and actions of young people in organizations and communities and developed plans for advancing the CYD movement across Oregon.
"Youth Development through Community Change" was the theme of single-day event. Since research now shows that organizations and communities benefit from youth engagement, the theme could have just have easily been "Community Development through Youth Development" said Wendy Wheeler, President of the Innovation Center for Community and Youth Development and keynote speaker for the event.
Oregon 4-H partnered with SOLV, the Commission on Children and Families, Rural Development Initiatives, Inc., and the Ford Family Foundation to organize and sponsor the event. 4-H was represented at the summit by both faculty and youth engaged in CYD work. Among eight successful programs featured at the Summit was 4-H Coastal Futures group from Coos County and 4-H Equipo Verde from Washington County.

AITC invites all 9-12th grade students to enter the 3rd annual AITC essay contest. This competition has been designed to promote reading, creative skills and to further the understanding of agriculture in our lives. Cash awards and plaques will be given to winning students and teachers. Deadline for entries is March 1. Attached is the application for the Polypay Sheep Association starter flock. Two flocks are presented each year on a national basis. While recipients are selected from across the country, this provides another opportunity for members interested in sheep production to establish a solid flock of quality breeding stock.

Staff who attended the fall update meetings received a CD containing a copy of the notebook contents, Power Point presentations and activities for group settings. If you were unable to attend, we have mailed the CD and cover letter to you. We would like to identify curriculum which enhances our current livestock materials and addresses ethics, animal welfare and good production practices. A 4-H teen can enjoy a day "shadowing" his/her
legislator at the State Capitol in Salem during the month of February,
March or April. All you need to do is forward a nomination to Marilyn
Lesmeister, marilyn.lesmeister@oregonstate.edu

State decision makers, 4-H members, and the OSU 4-H program benefit from
this time spent together.
What Qualifies a 4-Her for the "Shadow" Experience?
A 4-H member should:
How Do I Nominate a Teen?
a) Contact a youth to confirm his/her interest.
b) Ask them to talk with their family to identify a month (Feb, March,
April) and two different weeks during that month, that they could be available
in Salem for a "shadow" experience.
c) Forward the 4-Hers name; full address (with zip code); phone number
(and e-mail) to Marilyn Lesmeister (marilyn.lesmeister@oregonstate.edu)
with "4-H Request to Shadow Legislator" in the e-mail 'subject'
line.
d) Forward your nomination(s) to Marilyn no later than January 31, 2007.
What Will Happen with a Nomination?
a) The staff nomination is all that is necessary to begin arranging a
"shadow" experience. No other selection process will be conducted
at the multi-county or state level. (Although, a single legislator may
request a limit to the number of "shadow" partners he/she hosts.)
b) The nominations will be coordinated on a first-come-first served, basis.
The OSU Office of Governmental Affairs will work with the State 4-H Office
to coordinate the "shadow" experience with his/her district
representative. That office will need to work directly with that 4-H family
as details or schedules evolve. (During this pilot year, the number of
'shadow' experiences will not be unlimited. The workload will determine
that upper limit)
c) There is no guarantee that the legislator will be available in same
timeframe as the 4-Her is available, but every effort will be made to
create a positive and mutually beneficial experience for everyone involved.
d) The 4-Her will receive written communication from the State 4-H Office
prior to his/her shadow experience, and duplicated to the 4-H family and
4-H Agent.
The State 4-H Ambassadors and teens on the Know Your State Government planning committee will be offered this opportunity. As a pilot project, it is my goal to enable a minimum of 10 additional 4-Hers an opportunity to interact with their district representative or Congressman for a day this year.

I apologize for the unsuccessful attempts to determine the best date for "Know Your State Government" (KYSG) that meets the needs of 4-Hers and State Legislators.
Mark April 19-21, 2007 as the final date for this great Oregon event held at the State Capitol.
New this year:
1) Delegates will experience the process of registering to vote.
2) A small group of KYSG will have the opportunity to learn and practice
the role of a "Press Team" as an integral part of the state
legislative process.
3) Another small group of KYSG delegates will learn and report the impact
of the judicial system to the full delegation.
4) 4-Hers are invited to submit ideas or to write a proposed bill for
consideration at the KYSG event. A number of bills will be prepared and
ready for consideration as soon a delegates arrive at KYSG. (Delegates
will also have the experience of drafting a bill during the program.)
Watch for more information coming soon on the State 4-H website for 4-H
"Know Your State Government" to write and submit proposed 4-H
legislation! Think now, about issues that:
1) affect Oregon teens
2) have facts (not just opinion) that can impact law
3) have more than one way to view the issue
4) can be fun to research and debate!
The KYSG program will include: practicing Parliamentary Procedure; writing proposed 4-H legislation; holding 4-H party caucuses; presenting a proposed bill to a 4-H legislative committee; lobbying; debating and negotiating whether or not a proposed bill should be voted into law; being interviewed by the Press Team; and interpreting a new law.
The committee is meeting frequently via telephone conference calls, during
evening hours. They have great ideas to make this another wonderful learning
event.

Cash prizes of $250, $100 and $50 to the top 3 national winners. This year's essay theme is "Pollinator Conservation".
The 4-H Beekeeping Essay is a great opportunity for 4-H members to research
and write about honey bees. In 2006, Rocko Worth from Deschutes County
was the THIRD PLACE NATIONAL WINNER! 4-H members can also use the information
they gather to make an educational display for the fair. Essay contestants
are not required to be enrolled in a 4-H beekeeping project. For detailed

Information on the State 4-H Recognition Program has been updated for 2007, and is now available on the 4-H website. Updated information includes criteria for evaluating scholarship applications! Over 15 scholarships valued at more than $14,000 are available to college bound high school seniors.
State Resumes and Applications for State 4-H scholarships, National 4-H Congress and State level awards in citizenship, leadership, communication and team community service are due in the State 4-H office March 1, 2007. Don't delay .start helping your members prepare their resumes today!

Scholarships related to fair recognition due dates have been moved to July 1. The Fair Scholarship and Achievement Contest committee are revising the application and will post it to the State Fair web site when complete. They are also in the process of confirming which scholarships will be available in 2007. Applicants will have the option of interviewing either in person or by PolyCom in August. We hope that by streamlining some of the requirements, we will draw a large pool of applicants. Look for more details in the February newsletter.
~ Vicki AverySeveral counties have inquired about plans for the 4-H Exhibit Building for State Fair 2007. Now is the time to encourage volunteer leaders and teens to get involved with the planning of the events and the judging of static exhibits.
Applications are now being taken for the chair and youth chair positions throughout the building. We have some chairs who will be returning, but the project areas deal with a LOT of exhibits and more help is always welcomed. Co-chairs are needed for the food contests, presentations, Fashion Revue and project areas of photography, computers and others so please include this information for future leader meetings early in 2007. A planning committee comprised of 4-H Youth and adults has been established and plans for 2007 4-H Summer Conference at OSU are underway! Those attending summer conference in 2007 can look forward to exciting opportunities for learning, fun, and community service. Our theme for 2007 will be One World, Many Faces, since we will be overlapping with the 2007 International Foreign Youth Exchange (IFYE) Conference on June 27 and 28. Please note that due to increases in housing and dining costs, we were forced to increase the registration fee for Summer Conference 2007 to $200 per individual.

Workshop Proposals are being accepted for the Oregon Leaders' Forum until January 15, 2007. The dates for this year's Forum are April 13-14, 2007 at Crater High School in Central Point. There will be a Master 4-H Shooting Sports Leaders' Training offered at the same time in Central Point.
Oregon Leaders' Forum is sponsored by the Oregon 4-H Leaders' Association in partnership with Oregon State University 4-H Youth Development faculty and the Oregon 4-H Foundation. It will be hosted by volunteers and Extension staff from Douglas, Jackson, Josephine, Coos and Curry Counties.
