Greeting from the State Leader
A Fresh Look at Youth-Adult Partnerships
Over the years, researchers have proposed a number of frameworks for
categorizing the nature of interactions between youth and adults. Without
question, these models resulted in a remarkable transformation in the
way 4-H views the potential contributions of young people to program planning,
organizational development, and community change. But many of these models
imply a preferred type of relationship. Some suggest that an equal partnership
between youth and adults would be ideal in almost all cases.
However, a new model developed by Jones and Perkins (2005) introduces
a bi-directional model that more fully describes the range of potential
relationships that can exist between adults and youth. On one end of the
scale is adult-centered leadership where programs are "conceived
and driven completely by adults." On the other end is youth-centered
leadership where "programs and activities are led exclusively by
youth, with little or no adult involvement." A category called youth-adult
partnerships is at the center of the continuum. Other anchors on the continuum
to the left and right of the center are adult-led collaboration and youth-led
collaboration.
This new continuum recognizes and values a far broader spectrum of youth-adult
relationships, any of which may be desirable in a given situation. A rating
scale developed by Jones and Perkins allows 4-H professionals to assess
the nature of an existing relationship and then take purposeful steps
to craft the relationship into one which better fits the situation at

2006/07 Calendar Artwork Selection Underway
May 15 was the deadline for entering student artwork for the new AITC
school year calendar. Judges are currently selecting artwork from more
than 1800 entries! Every student who submitted artwork received a personalized
certificate of participation and 13 artists will be featured in the calendar
and will receive a $50 savings bond. An additional 40 honorable mentions
will be posted on the AITC website.
Please join us at the Oregon State Fair for a reception honoring the 13
winning artists on Sunday August 27th at 1:30 pm. For more information

Animal Science
Extension Engaged - It's In Your
Hands: Animal Exhibits and Public Health (video stream)
WSU has recently completed work on a plan to limit health risks to people
in settings involving live animals such as fairs and petting zoos. They
recently conducted a video stream which is available at the following

This is an excellent source of information on e. coli H157:H7 bacteria,
and how to reduce risk of infection to human populations. They plan to
produce it in DVD/CD format, along with supporting materials later in
the summer. It will be available for purchase at that time. It is an excellent
source of information for members, parents and leaders as well as staff.

State Livestock Judging Contest Slated Saturday,
July 8
The state livestock judging contest will be held on Saturday, July 8
at the Linn County Fairgrounds. The LBCC Judging Clinic will be held prior
to the contest and information will be sent directly to each county office
for members wishing to arrive early for livestock judging training. The
contest schedule will be:
8:30-8:45 Meet at Linn County Fairgrounds
8:45-9:00 Split into Contest groups
9:00-11:00 Judge livestock classes
11:00-12:30 Reasons rotation
12:30-1:00 Official critique
1:00-2:00 Awards presentation

registration form. Counties may enter one intermediate team and one
senior team. They may also enter an unlimited number of individuals who
will complete for individual honors only. Please have your contestants
entered no later than July 1. Special awards will be provided for top
individuals and top teams.

Camp
Teamwork & Teamplay Kits
The fall education event of the Oregon Trail Section of the American
Camp Association was a Jim Cain workshop on Teamwork & Teamplay. 4-H
was well represented with staff from across the state attending. Many
of these activities are available on line at the web site www.teamworkandteamplay.com.
There are several printable publications available at no charge, including
The Raccoon Circle Facilitators Guide.
We have ordered or created some of the equipment and sets needed to lead
these activities. You can view the equipment listed following, at the
Teamwork & Teamplay web site. The equipment will be housed at the
4-H Center. When they are not in use at the 4-H Center they will be available
to loan. Schedule by calling Virginia or Connie at the 4-H Center (503-371-7920)
- leave enough time for shipping if needed.
Equipment which will be available includes 10 Mini-kits that contain
a Bullring, Funderbird, Worm Hole, 2B or Knot 2B, Raccoon Circle and Rope
Handcuffs. There are also two sets of Marble Tubes and two Lycra Tubes.
The Lycra Tubes are like a giant rubber band that creates the perfect
place for processing with a group and for kinesthetic teambuilding activities.

Evaluation
4-H Foods and Nutrition Project
Evaluation
We are in the middle of gathering member surveys for the statewide 4-H
Foods and Nutrition project evaluation. Surveys were distributed to participating
counties earlier this spring and are beginning to make their way to the
State 4-H Office. We want to encourage all 4-H members in the 4-H Foods
and Nutrition project to participate in the evaluation. We will be collecting
surveys through June. If you want to participate and have not received
a survey from your 4-H leader, please contact your county 4-H agent. Questions
about the project can be directed to Mary Arnold at the State Office (541)
737-1315 or mary.arnold@oregonstate.edu.
Thanks for your help with this important project. The information you
provide will be very helpful to the 4-H program.

Recognition
2006 Hall of Fame
I am pleased to announce the following people will be inducted
into the 2006 Oregon 4-H Hall of Fame. They will be inducted during the
opening ceremony of Summer Conference at OSU, on Thursday, June 22, after
being honored earlier that day at a luncheon generously provided by the
Oregon 4-H Foundation. Thank you to everyone who submitted nominations
for the Hall of Fame; the people nominated truly are an outstanding selection
of individuals who have contributed many wonderful things to the Oregon
4-H Program.

State Fair
State Fair Theme Days
The State Fair will be having a special celebration each day of the fair
this year. We will be involving older youth to help identify and recognize
current and past 4-H'ers on 4-H Day, Friday, September 1. Look for additional
plans in the July newsletter. A complete list of the theme days is below:

State Fair toll free lines available
Beginning June 1, the general information telephone number will be available
at 1-800-833-0011. The camping reservations hotline opens July 1. For
electrical or full hookups call 1-800-452-5687. The designated 4-H area
is considered "dry" camping and does not have hookups available.
No reservations are necessary for this area. Reservations are filled on
a first come - first served basis.

County Fair Preparations
County fairs are just around the corner and here are a few things to
help your office be prepared for the event. We just received a shipment
of plastic photo/art hangers so if your supply is low, now is the time
to be getting the order to the State Office to be sure to have an ample
supply for county fair. These cost $5.00 per 100 hangers and can be paid
for by a check to the Oregon 4-H Foundation or the Foundation will send
a bill to the county.
A few of the score sheets and exhibit explanation cards for static exhibits
have been updated/created since last year. The revision dates are listed
by each form on the State website under Printed Materials. It might be
a good time to make those new ones in the Horticulture and Food Preservation
project areas so they will be consistent with those that will be used
at State Fair 2006. We hope the explanation cards will be helpful for
the members as well.
Wool tags are the only other supply that we still have available from
the State Office, so if you are low on your county supply, please order
them as needed.

Chairs Still Needed for Exhibit Building
We have had a few inquiries from people interested in assisting with
exhibit receiving and clerking for 4-H State Fair 2006. Many of them are
trying this experience for the first time and we are excited that they
want to be involved.
Several of our chairs have graduated and will be attending college by
State Fair time so we still have openings for co-chairs of Education Displays,
part-time Food Prep Contest and Mini-Meal Contest. We can always use help
from leaders or teen staff during the first week when exhibits are received,
judged and displayed. Applications for older youth and adults are available
on the State 4-H website.
We need LOTS of clerks again for State Fair on August 22 at 9:00 am in
the Exhibit Building for Judging Day. Clerking is one of the best ways
of learning how State Fair works and for learning what the judges look
for in an exhibit. Please have interested leaders or old youth complete
an application form or simply email Mona if they are interested in participating.
We always need additional help on August 21 with receiving exhibits and
August 23-24 for displaying them.
